MUMBAI, India — A prosecutor says an Indian court has issued arrest warrants for 22 Pakistani nationals accused of masterminding last year's deadly Mumbai terrorist attacks.

Public prosecutor Ujjwal Nikam says the warrants require Islamabad to extradite the suspects. Pakistan has vowed that it will not transfer any Mumbai suspects to longtime rival India.

Among those sought for arrest is Hafiz Mohammed Saeed, the founder of the Islamist militant group that India blames for the attacks. Saeed was recently freed from house arrest by a Pakistani court.

The 22 warrants were issued Tuesday as part of the ongoing trial of the only surviving suspected gunman in the attacks in November that left some 166 dead in a three-day siege.
